Daryl A. Phillips, CBO, President

Mr. Phillips has served as President and owner of The Phillips Group since 1993 and is well known throughout California for his active participation in the industry. His background as a design professional, plans examiner, building official and manager cover more than twenty years in public agencies and private practice. Before becoming President of the Phillips Group, Mr. Phillips served in various professional capacities for Morton Technologies and Willdan. While with Willdan he served as Building Official for the Town of Corte Madera. Prior to this, he was Plans Examiner for the City of Petaluma. Mr. Phillips also formerly served as Building Official for the City of Cotati for over three years, and spent six years in private practice with various architectural and structural engineering firms.

Mr. Phillips is active with REICBO, CALBO, CBOAC and REAIA. He served several terms as Chairman of the Education Committee of the Redwood Empire Chapter of ICBO, and Director of Codes and Ordinances for the Redwood Empire Chapter of AIA. He is a past chair of the Sonoma County Codes Advisory Board and is currently on the Board of Directors of CBOAC and REICBO.

Eric Seabrook, CBO, Vice President

Mr. Seabrook has served as Vice President of The Phillips Group since 1998. He oversees much of the day-to-day building department services, including plan review and field inspection operations. Mr. Seabrook joined The Phillips Group in 1994 and has provided administrative, plan review and inspection expertise for a broad variety of complex projects throughout California and Oregon. During this time, he also served as the interim Building Official for the City of Albany, Town of Windsor and City of Belvedere.

Before joining The Phillips Group, Mr. Seabrook spent four years as plans examiner for Santa Cruz County, and also was with Willdan Associates. Mr. Seabrook taught classes at Monterey Peninsula College on the model codes, has been as instructor of CALBO’s CBCI. He has also provided exiting and accessibility seminars for Redwood Empire AIA, ACIA and CSI as the primary instructor for the Construction Technology Program instructing students in the application of code from a plans examiner and a building inspector perspective in the two-year credential program. He is currently serving on the Sonoma County Board of Building Appeals.
